Notes from [Sir Edward Troup, Permanent Under-Secretary of State, Home Office to WSC] on the principles of political franchise including the following suggestions for categories of women suitable for enfranchisement: those with certain educational qualifications; those who have served a local authority for at least three years; or those with a property qualification who have raised two or three children (who are "neither mentally defective, criminal, nor pauper"). These suggestions are recommended as democratic and because they would not enfranchise large numbers of women. Manuscript signed with initials. Covering letter at CHAR 12/2/55.
